The black swan is a metaphor that means a surprising event with a wide impact that was not believed to be possible. Trends breakages are then always big surprises. Our state decision-makers also often act as if black swans did not exist. Black swans are major disasters or other significant and surprising twists that cut the flow to events considered normal. Examples include the collapse of the Soviet Union, the stock market crashes, the spread of the Internet, the attack on the Twin Towers of New York, the tsunami in the Pacific Ocean and now the Covid pandemic are black swans.
